As detailed below, please note the 3 different categories when applying for new Green Book. Please encourage all applicatns to follow them strictly. Please do not send GB application form without supporting documents. Also, note that all supporting documents must be attested by association after verifying originals.

A. Tibetans with Legal/ Permanent Residence in North America that have the old Green Book

1. Copies of US/ Canadian passport or green card or asylum-granted I-94 (affix photo on copy of I-94).
2. Copy of old Green Book.
3. Copy of receipt of the latest payment of chatrel receipt.

B. Tibetans with Legal/ Permanent Residence in North America that DO NOT have the old Green Book

1. Tibetans that were born in North America or have been living here before the resettlement program of 1992 and have citizenship

1. Produce birth certificate or citizenship certificate.
2. Full chatrel payment from the age of 6.

2. Tibetans with recent legal residence

1. Copies of US/ Canadian passport or green card or asylum-granted I-94 (affix photo on copy of I-94).
2. Recommendation from welfare officer in India/ Nepal/ Bhutan stating that the applicant is a bonafide Tibetan refugee of that settlement and has not applied for a green book before from its office.
3. Copy of school certificate or birth certificate showing date of birth and name of parents.
4. Letter from the Tibetan association stating that the applicant is a bonafide Tibetan living under its jurisdiction.
5. Full chatrel payment from the age of 6.

C. Tibetans from Tibet without legal residence (with or without an existing green book)

1. Tibetans arriving from India, Nepal and Bhutan to North America

1. Letter from the Reception Center containing name and date of birth of applicant.
2. Entry permit issued by the Indian government at Nepal or RC copy.
3. Copies of old green book (if applicant has it).
4. Copy of receipt of the latest payment of chatrel receipt.

2. Tibetans arriving to North America directly from Tibet or Canada

1. Copy of visa showing direct arrival from Tibet).
2. Copies of passport or travel document.

D. Other Requirements

Please send photo and fill out all forms competely per the instructions.
